Institution’s international (EU and non-EU) strategy.

Being a young private university in the region, for the Vasile Goldis Western University developing its international relations in the past decade was not an option, but a must. Erasmus was and will remain a very important program to achieve this purpose. During the years, extending and diversifying our international partnerships became an important strategy of the university. We have had Erasmus agreements with partners from all over Europe, from countries like Italy, United Kingdom, France, Belgium, Germany, Austria, Hungary and we still have active student and staff mobility exchanges with them. Recently, we chose many of our partners from neighboring countries, since it became a necessity to establish cross-border relations, which is important not only regarding the Erasmus mobility, but other projects as well. We choose the partners by discussing first the areas that we both have and considering whether we can implement the student mobility. Due to the many changes that happen nowadays in the higher education systems all over Europe, we revise the Erasmus agreements with our partners on a yearly basis and we try to widen our cooperation rather than cancel the already signed agreements.

The main objectives of our international strategy are:

1) Strengthening collaboration, especially within Europe, considering the status of Romania as an EU member state, as well as developing projects of common interest with Euro-regional partners. The purpose of these actions is to create a necessary platform for running projects in the field of education, research, mobility, professional training, culture, vocational guidance and volunteering. These objectives will be met by accessing specific European-funded programs like: Horizon 2020, Erasmus+, SIEE, CEEPUS etc.

2) Improving international visibility of the University through the website, by participating in international educational fairs, disseminating promotional materials, as well as organizing and participating in international events and publishing scientific articles in reputed journals.

3) Inviting world-renown figures from abroad to teach courses at the faculties of the University, including them in scientific boards of conferences organized by the University.

4) Affiliation of the University to high-class international academic organizations and participating in actions organized by them.

5) Increasing the international mobility for staff and students, through specific programs (Erasmus, DAAD, Fullbright, CEEPUS etc.) within the limits of funding provided by the European Commission.

6) Promoting study programs in international languages to attract potential foreign students, as well as collaborating with recruiting agencies for foreign students.

7) Consolidating relations with the entrepreneurial environment at the Euro-regional level, for students training and placement.

8) Organizing international master and doctoral courses through Erasmus Mundus.

The most important objectives regarding the Erasmus mobility are mainly to give to our students the possibility to study or do their practical period in another country, at another university, to broaden their thinking and practice their foreign language skills. Another very important objective is to establish and preserve a competitive professional knowledge in order to integrate and give to our students the equal opportunity on the European labor market.

The main target groups of our mobilities are the first and second cycle students. Our aim is to increase the number of outgoing and incoming students and staff each year. The students of the university are very much interested in the practical placements. They find it very important because they can use this experience in their future career. This is another objective of our institution: to help more students to go to a company and enterprise and gain the experience needed in the field they study at our institution. It is important that they experience the practical side of what they study and see how they can use their gained knowledge at their future workplace. The staff mobilities are also important and we have lots of interest from our staff members.

Overall, the Erasmus strategy of the Vasile Goldis Western University of Arad is to insure the highest quality of study and placement for the outgoing and incoming students and staff, visibility and promotion of the program, non-discrimination and equal opportunities for all participants in the Erasmus program.


Institution’s strategy for the organization and implementation of international (EU and non-EU) cooperation projects in teaching and training in relation to projects implemented under the Program.

The main objectives of the strategy for organization and implementation of international cooperation projects are: improving teaching and learning quality and academic assessment in all three levels of study; the need for student-centered learning; developing specific competences, adequate for the new knowledge development stage in each field for the students of the University; elaborating and applying new technologies in teaching and learning, for specific fields within the University, disseminated among the university’s academic and research staff; developing general competences for students, enabling them to increase their degree of adaptation to the labor market and improve their employment prospects.

The International Relations Department through the Office for EU Programs is responsible for mobility projects with the applications, management, administration, finances, reports etc. Choosing the partners is done together with the teachers working in the field we wish to encompass in the project. The professional part of the project is implemented by the teachers involved. Regarding other projects such as LLP, Tempus, Erasmus IP etc., they are coordinated by the Vice-Rector for international scientific research, European projects and grants and each project coordinator.

EU accession has boosted mobility among Romanian citizens and demands the shaping of new competences related to the dynamic of alumni circulation and employment. The following strategies will be employed: training faculty members who participate in the teaching activity for each line of study; analyzing and improving the content and quality of study programs; improving language skills among students and staff; emphasizing the multicultural profile, as a defining trait of the university.

Expected impact on the modernization of Vasile Goldis Western University of Arad (for each of the 5 priorities of the Modernization Agenda[*]) in terms of the policy objectives to be achieved.

The participation of Vasile Goldis Western University in this program is essential regarding its modernization and internationalization. The institution is situated at the border of the country, which has advantages and disadvantages too. We need to prioritize the mobility of the students and staff to take advantage of the closeness of the neighboring countries (easy to reach and cooperate with) and to attract partners from bigger distances too. Through this program, we have the opportunity to increase the visibility of our institution by offering good quality education and excellent conditions for the incoming students and staff and by giving our own students and staff the possibility to experience high quality education abroad.  We have to convince our students and staff of the importance of the European standards. The Erasmus program is one of the best opportunities to reach this goal. We also need to improve the quality and relevance of higher education. One of the best ways to do this is to increase the number of outgain and incoming students and staff, so they can experience how other higher education institutions work. The cross-border cooperation is a very good opportunity for our institution to develop new partnerships. Also, another advantage of our institution is its geographical position in a multicultural and multilinguistic environment. This was a favorable issue for instance in developing partnerships with universities from Germany, Italy, Slovakia and Serbia.

Due to the widening of the Erasmus mobility program our institution can also aim to link education and research to the business sector. The Erasmus mobilities give the possibility to our staff, researchers and PhD students to identify common areas of interest, set up teams and participate in research projects. Usually, the results of research are transferred to the economic sector. Organizing Erasmus student placements creates a connection between the university and the economic environment, giving the students the skills and experience for a better integration in the labor market.

Our main focus is the development of the region and through cross-border cooperation we can achieve this goal. Improving the governance and funding has also been a main objective of the institution. The implementation of the Erasmus program cannot be done without good governance and funding. Overall, the participation in the program is essential for our University to achieve the main goals and objectives regarding its modernization and internationalization.

Endorsement of the Organization

The Erasmus Policy Statement is part of the application form Call 2014 for the Erasmus Charter for Higher Education 2014-2020, signed by the legal representative on May 14th 2013.

All Program activities will be implemented on the basis of written agreements with the relevant authorities of the partner institutions, in line with the fundamental principles of the Erasmus Charter for Higher Education (ECHE).
